Mrs. Pepperpot is an older woman who wears a small magical spoon around her neck. Every now and then, she shrinks to the size of a mouse because of the spoon. Haven't checked that link, but yes, dubtitles exist. I don't think proper English subs exist.

That's what I feared, thanks. I've always been curious about the original Jap for this, dubbing was so heartwarming.
