Many years after the atomic bombing of Hiroshima, the survivors (called hibakusha in Japanese) are still physically and emotionally devastated by the event. The movie tells the interlocking stories of a group of survivors who frequent Stand Akauma, a bar: Takeshi, who lost his entire family; Tomoko, a prostitute horribly burned in the bombing; her younger brother Junji, who scrabbles on the fringes of society; Eiko, a pregnant young woman whom he loves; and Yuri, another prostitute who is determined to secure a brighter future for her blind son. On September 26, 1959, Super Typhoon #15 (also known as "T5915", "Vera", or "Isewan Typhoon"), struck the coast of Japan with the maximum wind speed of 305 km/h, causing over 5,000 dead or missing plus over 30,000 injured, the heaviest casualty caused by a single typhoon in Japan in 20th century. This animated movie was produced on the 30th anniversary of the tragedy in order to commemorate the dead and survivors.

During WW2 many zoos were slaughtering their dangerous animals (such as elephants) as a safeguard against Allied bombings which could possibly release the animals. After WW2, the only elephants that remained in Japan were the two at Higashiyama Zoo in Nagoya. Special trains called Elephant Trains were arranged to bring children from all over the country to Higashiyama Zoo. Source: MAL

The story follows the life of a young boy named Guskou who lives in the countryside with his parents and little sister. A string of droughts and other natural disasters tear the family apart, and Guskou is forced to leave home and seek his fortunes on his own. Driven by a desire to improve the quality of life of his poor countrymen, he eventually joins a group of scientists called the Iihatov Volcano Department, and there takes part in scientific projects to fight the natural disasters that drove him from his home.
